Brand new top quality WPC dot matrix controller board.  Replaces A-14039 and A-14039.1

This new board has the following excellent features:

- Redesigned / simplified high voltage section which eliminates high temperature circuit board burn.  This board will NOT burn up the way the original board does!

- LEDs added for visual verification of +5VDC

- Test point locations centralized into one location and clearly marked for easier troubleshooting
